Mystery solved. These photos were taken in Sri Lanka - c1910-1920.

If the photo of the rack railway is in India, it is likely to be the Nilgiri Express which runs from Mettupalayam to the hill station Ootacamund, or Ooty. There is only one rack railway in India now, and I don't think there were any more in the past. I have looked at some photos on the net, but I can't find one that resembles the scene.
